China Red Cross Emergency General Hospital & ICRC Hold Talks to Deepen Humanitarian Cooperation

On the afternoon of June 19, Liu Xiaochuan, Vice President of Emergency General Hospital, received a delegation of five members from the International Committee of the Red Cross (ICRC) Delegation for East Asia at the R&D, Education and Training Base of the National Research Center for Emergency Medicine. The delegation included Boris Kelecevic, Deputy Head of the ICRC Delegation for East Asia, Cheryl Katzmarzyk, Regional Head of Forensic Services, and Hussain Al-Dahwi, Head of Medical Cooperation and Policy Department. Both sides held in-depth exchanges on cooperation matters in fields such as the handling of victims' remains and international humanitarian law. Liu Zhi, Director of the Red Cross Office of Emergency General Hospital, attended the talks.

In September 2022, Emergency General Hospital was officially named "Red Cross Emergency General Hospital of China" by the Red Cross Society of China (RCSC) and awarded the flag of the "Chinese Red Cross Rescue Corps". Since its naming, the hospital has been practicing the Red Cross spirit in diverse dimensions and deepening international humanitarian cooperation. It has achieved fruitful results in the field of emergency rescue, actively participating in missions such as "Emergency Mission·2024" and the 1st National Red Cross Rescue Team Competition; it has spread the Red Cross spirit by collaborating with Red Cross organizations to train over 4,000 Chinese and foreign participants; it has co-organized Red Cross first-aid competitions, expanding the scope of such events and hosting new competition items; it has carried out international cooperation, with initiatives including "Emergency Red Rose" and "Emergency Youth" garnering extensive support and their outcomes being incorporatedthe Belt and Road Initiative (BRI) cooperation mechanism. The visit by the delegation from the ICRC Delegation for East Asia once again demonstrates the shared resolve and concrete actions of both sides to uphold the Red Cross spirit and jointly advance the development of humanitarian causes.

The two sides reviewed their previous cooperation. Ms. Cheryl Katzmarzyk expressed her sincere appreciation and delight for the various training programs that Emergency General Hospital has conducted since 2019 in the field of knowledge dissemination related to the handling of victims' remains. She also noted her eagerness to gain a deeper understanding of China’s cultural traditions and customs, to inform and integratethe ICRC’s relevant future work.

During the talks, both Vice President Liu Xiaochuan and Deputy Head Boris expressed full confidence in future cooperation. The two sides stated that they will continue to deepen collaboration in knowledge dissemination and training, life safety capacity building, project development, as well as exhibition and demonstration. They look forward to conducting more professional and multi-level exchanges and cooperation in the future, on the premise of gaining a deeper understanding of the needs of frontline emergency responders.

In response to the initiative of 2025 as the SCO Year of Sustainable Development, the China-SCO Emergency Medicine Rescue Cooperation Center for Emergency Disaster Relief Departments will actively act on the call, focus on boosting development momentum and drive innovations. It plans to promote the rapid translation and application of emerging technologiesemergency rescue practices and occupational safety protection for emergency responders by establishing expert pools and launching special projects; continue to strengthen life safety training and steadily improve the emergency response capacity for life safety among all population groups; organize the 2025 International Forum on Emergency Medicine Rescue and the Expo on Emergency Medical Equipment and Technology, deepen regional technological innovation and industrial capacity cooperation. Through these pragmatic efforts, the Center will fully implement the Eight Major Initiatives for High-quality Belt and Road Cooperation, and support the development of the international cooperation mechanism for natural disaster prevention and control and emergency management under the Belt and Road Initiative.
