On December 12, the "2025 International Forum on Emergency Medical Rescue" opened in Beijing with the theme "Emergency Medicine: Forging a Smarter Future". Xu Jia'ai, Vice Minister of Emergency Management, attended the opening ceremony and delivered a speech.

Xu Jiaai pointed out that emergency medical rescue constitutes an integral part of the disaster prevention, mitigation, and relief system, serving as a crucial line of defense for safeguarding lives. The Ministry of Emergency Management has resolutely implemented the decisions and arrangements of the Party Central Committee and the State Council, always prioritizing the protection of people's lives and taking emergency medical rescue as a key driver for advancing the modernization of the emergency management system and capabilities. Centered on the National Emergency Medicine Research Center, an nationwide emergency medical rescue alliance network has been established. In accordance with the requirements of "combining specialized and regular capabilities, being responsive, maintaining a strong work ethic, and possessing high professional competence", the Ministry has relied on the Emergency General Hospital to strengthen the National Emergency Medical Rescue Team and the Medical Detachment of the China Rescue Team. It has also maintained close coordination and conducted joint training and exercises with the Red Cross Society of China and other forces, which have withstood the tests in major domestic and international rescue operations. Meanwhile, the Ministry has actively supported the development of the "Belt and Road" international cooperation mechanism for natural disaster prevention and emergency management. Through hosting foreign aid training programs, it has provided emergency medical capacity - building support to over 500 participants from 46 countries.

A signing ceremony for a cooperation agreement between the Emergency General Hospital and Tianjin University was held during the opening ceremony. Parallel events during the forum included an expert seminar on the 15th Five - Year Plan for the national emergency medical system and a themed roadshow under the title "Emergency Medicine: Forging a Smarter Future".
Co - hosted by the Emergency General Hospital and the International Exchange and Cooperation Center of the Ministry of Emergency Management, the forum saw the attendance and speeches of responsible officials from the National Administration of Traditional Chinese Medicine and the Beijing Municipal Health Commission, as well as representatives from the Secretariat of the Shanghai Cooperation Organization, the Regional Delegation for East Asia of the International Committee of the Red Cross, and the Regional Delegation for East Asia of the International Federation of Red Cross and Red Crescent Societies.
